Upgrading Travel Infrastructure Across New York State Thruway Service Plazas

Miller Construction Services played a vital role in improving multiple New York State Thruway Authority (NYSTA) service plazas, delivering civil and site work packages across three locations: Angola, Ontario, and Scottsville.

Angola Service Station –
Southern Erie County

At the Angola travel plaza, Miller completed a full site work package spanning approximately 20 acres. This included:

  • Major building remodel and exterior improvements at the median food court
  • Site work for both Eastbound and Westbound Starbucks ancillary sites
  • Installation of 5 new sanitary lift pump stations, 3 grease waste interceptor structures, and 3 fire hydrants with associated piping and valves
  • Storm system upgrades, including 12 new catch basins
  • Full site paving package, including ADA-compliant concrete sidewalks, ramps, and asphalt pavement
  • Design/build ADA conformance support for Starbucks parking areas
  • Total contract value: $5,106,000
Ontario Travel Plaza –
Refurbishment Site

At the Ontario service plaza, Miller provided a modified site work package supporting plaza enhancements while the existing building remained operational. Key scope included:

  • Cast-in-place concrete foundations for a new play area, light poles, and drive-thru equipment
  • Asphalt paving for the new drive-thru lane
  • Landscaping improvements
  • Interior trenching and backfill support in collaboration with JW Danforth for unforeseen plumbing repairs
  • Total contract value: $964,367
Scottsville Travel Plaza –
Full Site Work Package

For the Scottsville location, Miller delivered a complete civil and site solution, including:

  • Placement of 6,000 CY of suitable material backfill, compaction, and proof rolling for building addition
  • Upgrades to domestic water and fire service lines
  • Installation of a new sanitary grease waste interceptor and improvements to site storm drainage
  • Construction of 11,500 SF of concrete slab-on-grade sidewalks, and 5,750 SF of asphalt parking areas
  • Ongoing ADA layout support to ensure accessible pavement and walkway transitions
  • Total contract value: $2,265,000
